JPG doesn't support transparency, so any transparent areas are filled with white before converting. PNG and WebP both support transparency, so converting between those two preserves it.
JPG is best for photos where small file size matters more than perfect quality. PNG is best when you need transparency or the image has sharp edges/text (like a logo or screenshot). WebP usually beats both at the same quality level, but is very slightly less universally supported by older software.
